Cities: Snowfall is a light expansion pack. There is no getting around the fact that, compared to its brother After Dark, this is the lesser DLC. While the snow is pretty, it is only an aesthetic difference and adds little new realism to the otherwise impeccable simulation. The road maintenance, snow plows, and heating mechanics are definitely something to boast about, but become mostly traffic hazards rather than real municipal considerations.
Judged in conjunction with Cities: Skylines, Snowfall becomes a stumble on a path toward greatness. Not good enough to add much to an already stellar package, but not bad enough to derail the hard work done by the Colossal Order team. Judged on its own, separate from the parent title, Snowfall is just a little too light on substance and too heavy on flash. We would have loved to see more additions to the overall simulation, such as specific crimes to stop with your police force, new additions to public transit to create more diversity in the city, or even some manner of storytelling within the environment. There is so much canvas in this game that we just know a masterpiece is waiting to be completed.
At the end of the day, we find ourselves siding with the majority of reviewers (it happens, people. Not often, but it happens). Snowfall is a great addition for those of you obsessed with the original. If you want more Cities, then buy this game. For $12.99, it is worth the price of admission. For others wanting a bit more substance, we recommend you read reviews and watch videos to make up your own mind.
